Kelly A. Brown is Executive Vice President of Urban Property Advisors. Ms. Brown is a graduate of the University of Colorado where she received her Bachelors Degree. She brings more than ten years of experience in the management of both public and affordable housing to UPA. Before joining the firm, she was responsible for managing a diversified multi-million dollar portfolio of more than 4,500 residential units.
Ms. Brown is currently responsible for the
property management operations of UPA. She is also the principle architect of UPA’s Blended Housing Management Program™ (BHMP). The BHMP is an intervention model used to assist redeveloping communities to integrate low to moderate income families into new environments. The BHMP initiative offers an interim, stable alternative to families who will ultimately transition to redeveloped affordable housing or Section 8/Housing Choice Voucher assisted housing.
Using the BHMP model, Ms. Brown developed a widely recognized Supportive Housing Initiative that received a million dollar grant from the Chicago Bulls-Charitabulls Foundation. This pilot became the model for the Chicago Housing Authority’s (CHA) Service Connector Program under the Plan for Transformation. The BHMP targets low-income families impacted by the CHA’s Plan for Transformation who are relocating from traditional CHA units to newly-constructed mixed-income communities. It prevents families from falling through the cracks and assists them to successfully transition into new communities.
Ms. Brown is a recipient of the 2002 IREM Image Award for instituting Blended Housing Management in public housing property. She received the 2001 City of Chicago’s Community Builder’s Award for implementing a successful security program involving all community stakeholders at Henry Horner Homes. Ms. Brown holds various property management certifications from nationally recognized real estate associations such as the National Center for Housing Management (NCHM) and the Institute of Real Estate Management (IREM). Ms. Brown has received certification from Illinois Housing Development Authority (IHDA)/Spectrum in Low Income Housing Tax Credits.
Ms. Brown currently resides on the south side of Chicago with her 10 year old daughter.
